Toronto Seniors Housing Corporation (TSHC) is a non-profit municipal corporation mandated to provide subsidized rental housing in a state of good repair for approximately 15,000 low and moderate-income seniors in 83 buildings across the City of Toronto. We provide tenants with access to services and support through an integrated service model to enable seniors to age at home, have successful tenancies, and enjoy a better quality of life.

Job Description
Manager, Organizational Effectiveness

Reporting to the Director, People and Culture, the Manager, Organizational Effectiveness leads the design and delivery of core people and culture programs that support organizational performance, workforce planning, and employee experience.

This hands-on role oversees a broad portfolio including compensation, talent acquisition, learning and development, leadership development, and Inclusion, Diversity, Equity and Accessibility (IDEA). The Manager plays a key role in strengthening organizational capability and aligning people strategies to business priorities.

Key Responsibilities
• Lead the design and delivery of organizational effectiveness programs including compensation, talent management, and workforce planning
• Oversee talent acquisition, onboarding, and recruitment strategy effectiveness
• Develop and implement learning, leadership development, and succession planning programs
• Lead IDEA initiatives and support an inclusive and equitable workplace
• Manage employee engagement initiatives and culture strategies
• Oversee performance management frameworks and support leaders in implementation
• Develop and maintain people policies and programs aligned with organizational goals
• Lead and coach a team delivering organizational effectiveness programs
• Monitor metrics and provide reporting to support continuous improvement

Qualifications
• Post-secondary education in Human Resources, Organizational Development, or related field
• Progressive experience across multiple HR disciplines, including compensation, talent management, and organizational development
• Experience leading teams and managing multiple programs in a complex environment
• Strong understanding of public sector or broader public sector environments is an asset
• Demonstrated ability to translate strategy into practical programs and initiatives
• Strong communication, analytical, and stakeholder management skills
