Toronto Seniors Housing Corporation (TSHC) is a non-profit municipal corporation mandated to provide subsidized rental housing in a state of good repair for approximately 15,000 low and moderate-income seniors in 83 buildings across the City of Toronto. We provide tenants with access to services and support through an integrated service model to enable seniors to age at home, have successful tenancies, and enjoy a better quality of life.

Job Description
Manager, Employee and Labour Relations

Reporting to the Director, People and Culture, the Manager, Employee and Labour Relations role will lead the delivery of employee relations, labour relations, and occupational health and safety programs across the organization.

This role provides strategic and operational leadership in a unionized environment, including collective bargaining, grievance management, investigations, and advisory support to leaders. The Manager also oversees a team and contributes to building a consistent, proactive people and culture function aligned to organizational priorities.

Key Responsibilities
• Lead employee and labour relations functions including investigations, discipline, grievance handling, and collective agreement interpretation
• Provide strategic advice and guidance to leaders on complex ER/LR matters
• Lead or participate in collective bargaining and support administration of collective agreements
• Build and maintain effective working relationships with union representatives and internal stakeholders
• Oversee occupational health and safety programs, including policy development, training, and compliance
• Lead, coach, and manage a team delivering ER/LR and health and safety services
• Develop policies, procedures, and training to support consistent people practices
• Monitor trends, analyze data, and provide reporting to support decision-making

Qualifications
• Post-secondary education in Human Resources, Labour Relations, or related field
• Significant progressive experience in employee and labour relations within a unionized environment
• Demonstrated experience with collective bargaining and grievance management
• Strong knowledge of employment legislation and occupational health and safety requirements
• Experience leading teams and supporting organizational leaders on complex people matters
• Strong judgment, communication, and stakeholder management skills
